The strange thing is, that the maven-site-plugin seems to be available at http://people.apache.org/repo/m2-snapshot-repository/org/apache/maven/plugins/maven-site-plugin/2.0-SNAPSHOT/ which should be in the search path of maven. There is no general problem with downloading dependencies from the internet. Others then the maven-site-plugin were downloaded sucessfully in the local repository. And it is not just temporary: I tried the build many times with the same result. Can anybody advise?
