Latest Tuscany source code (also known as trunk) is available at https://svn.apache.org/repos/asf/incubator/tuscany/java/
To download it, you can do a svn checkout of the code, below is a command to checkout the SCA project from tuscany svn repository. svn co https://svn.apache.org/repos/asf/incubator/tuscany/java/sca Let me know if this helps.
