I think we should say that the number set is zero through nine (not 1-10 as we were taught in school), making "zero" the first number in the set; thus the offset by one. Of course zero is not a number, but a placeholder for a number. Thankfully this concept was invented a few centuries ago in India and brought to the West by Arab scholars. Unfortunately I think it's still not widely understood.
