There are some providers that give you a certain amount of SMS per month for free, even if you only have a prepaid SIM card. O2 Ireland is an example. But I guess the terms of service would forbid to use the web interfaces programmatically. But I guess Shawn was talking about another way: most mobile phone providers have an Email-to-SMS gateway where the receiver pays for emails to his address/phone and therefore needs to activate it.
