 [0 0 0 0 0]
 [0 0 0 0 0]]
Output after filling:
[[0 0 0 0 0]
 [0 1 1 1 0]
 [0 1 1 1 0]
 [0 1 1 1 0]
 [0 0 0 0 0]]
