In MS-DOS/PC-DOS, and in 16-bit versions of Windows (up to Windows 98/Me, in other words), the command interpreter is COMMAND.COM In 32-bit versions of Windows, you can still use the 16-bit interpreter if you want - although it's deprecated, and has been removed entirely in 64-bit Windows - but the native 32-bit command interpreter is CMD.EXE (I used all-caps for emphasis without requiring HTML formatting, but in fact Windows is generally case-insensitive.)
