NO! %windir% means "the directory where Windows is installed", usually (but not always) C:\Windows. You're saying that there needs to be a py.exe in the Windows directory - this is absolutely not true. You might have it set up that way on your machine, but it's not standard and absolutely not recommended. To the original poster: please disregard.
