The id should be NULL. For parameter substitution use None.

The foreign keys constrain is initially disabled. There's a pragma to
enable it. Here's an example:

cur.execute('''
create table table1(
id integer primary key, field2, field3, field4)''')
cur.execute('''
create table table2(

cur.execute('insert into table1 values(?,?,?,?)', (None, 1, 2, 3))
cur.execute('insert into table2 values(?,?,?)', (None, 4, 1))
# this should raise
# sqlite3.IntegrityError: foreign key constraint failed
cur.execute('insert into table2 values(?,?,?)', (None, 5, 2))
