This list is for the Python language and its standard library so rouge() is a bit off topic. Whether you get any help will depend on whether anyone here has ever used it. You will likely get more help on the pyrouge support forum if such exists. A quick look at the web site suggests not. Failing that you could try the main python list or even emailing the pyrouge author.
