Looking at the docs, there is no option for relocating the stamps. However, you can play tricks using a symbolic link, for example:
> cd ~/Library/Preferences/tuxpaint > mv stamps /Network/Library/tuxpaint/ > ln -s /Network/Library/tuxpaint/stamps stamps
