RedHat-9 has official rpm packages for required libs
except for SDL_ttf.
It is better to use them rather than rpms from other sites.

CD1: /RedHat/RPMS/SDL-1.2.5-3.i386.rpm
CD1: /RedHat/RPMS/SDL_mixer-1.2.4-7.i386.rpm
CD2: /RedHat/RPMS/SDL_image-1.2.2-5.i386.rpm
CD1: /RedHat/RPMS/libpng-1.2.2-16.i386.rpm
CD1: /RedHat/RPMS/freetype-2.1.3-6.i386.rpm

And, yesterday, I've just uploaded additional/alternative rpms
required by tuxpaint on

Yes, it is in /usr/bin. And may be in menu.
