Unfortunately the popcon site is down while the Debian server admins work on
getting people.debian.org working again. However, tuxpaint is listed.
Please note that this is a measure of relative popularity among those who
have installed the popularity-contest package, so the stats only represent a
fraction of the total Debian user base. But these stats are better than
just download stats because they measure whether the package is actually in
use regularly or not.

So Tuxpaint is at least as popular as Xpaint, but we have a long way to go
yet before we rival The Gimp ;) If you take the popcon users as a
statistically valid random sampling of Debian users, and suppose that there
are actually several thousand Debian Gimp users out there, then there are in
the vicinity of a couple of hundred regular Tuxpaint users. Still nothing
compared to the Windows & Mac OS/X downloads, but a fair sized group of
regular users to reckon with nonetheless.
I wonder how we could encourage users to E-mail us back so that we can get
an idea of who is using Tuxpaint?
