I disagree.  A simplified clone tool ("pattern source" only) would be nice. 
First, the color palette could be overloaded as a color/patterns palette:

- palette.dat would describe colors/patterns; patterns would be in 
  additional files referenced in palette.dat (please note, I have other
  ideas for this which relate to the "color mixer" design I'm working on 
  with Justin ... more about that later)

- provide ability to load different palettes from the "Open" dialog (lots of 
  extra room in there for new buttons):

  - The currently blank right toolbar can be partitioned like the
    stamps right toolbar, with four buttons at bottom:
    1. "Pictures"
      - Thumbnails of up to 16 pictures are shown in main area, with
        more shown by scrolling
      - Default
    2. "Palettes"
      - Thumbnails of up to 16 palettes are shown in main area, with
        more shown by scrolling
    3. "Stamps"
      - Thumbnails of up to 16 stamp sets are shown in main area, with
        more shown by scrolling
    4. reserved for future use
 
- palettes that don't fit into 15 squares can be horizontally scrolling to 
  bring additional colors/patterns into view, sacrificing a single visible
  button to make room for two half-button-width scroll-buttons

  - such palettes may not be fully visible in the "Open" thumbnail, which 
    only shows the first 15 color/pattern thumbnails (in three rows of five)
    but the user can preview the entire palette before opening because it 
    will be shown in the palette bar at bottom when selected, so the user
    can then use the scrollbar to scroll left and right to look at
    the other colors/patterns

When you click on a pattern instead of a color, the brush acts like the 
clone tool in "pattern source" mode.
