Did you apply the Windows patch?

I haven't looked at the compiler, but does it come with all the Windows
libraries?  It sounds like it comes with standard C/C++ libraries, but
I can't tell if it comes with the Windows libraries.  If it doesn't, are
they required to compile Tux Paint? (I don't know!)
