I received a patch to the Makefile which seems to include a "DESTDIR"
variable at the beginning of many path references (e.g., "$(LOCALE_PREFIX)"
becomes "$(DESTDIR)/$(LOCALE_PREFIX)")

It's apparently to help build RPMs for non-root installations,
but I don't quite understand it, or if it's a good way to go about the
change they seem to need.

Can other packagers (Shin-Ichi, Ben and Thomas and Torsten, if you're all
out here) please take a look and tell me if it's okay to add this?
