I received a patch to the Makefile which seems to include a "DESTDIR" variable at the beginning of many path references (e.g., "$(LOCALE_PREFIX)" becomes "$(DESTDIR)/$(LOCALE_PREFIX)")
It's apparently to help build RPMs for non-root installations, but I don't quite understand it, or if it's a good way to go about the change they seem to need.
