Somehow I totally missed apple.com/downloads as a place to submit Tux Paint!
Someone at the Linux picnic last weekend mentioned it, so I'm submitting
0.9.12 with the following description:

  Tux Paint is a free drawing program designed for young children
  (kids ages 3 and up). It has a simple, easy-to-use interface, fun
  sound effects, and an encouraging cartoon mascot who helps guide
  children as they use the program.  It provides a blank canvas and a
  variety of drawing tools to help your child be creative.

  Draw lines, shapes or freehand using a variety of brushes and colors.
  Cartoon and photographic 'stamps', each with their own educational
  description and sound effect, can be pasted into a picture.  Special
  effects like rainbow, sparkles and blur can be applied to parts of the
  drawing.  Type text into a picture with various fonts and styles.

  Storing and retreiving images is simplified using one-click save and a
  thumbnail browser.  Multiple levels of undo and progressing saving
  allow children to try out ideas without ruining their masterpiece.

  Parental options allow Tux Paint to run with the Print and/or Quit
  options disabled, in fullscreen mode, with sound disabled, and in a
  variety of languages.

  Supported languages include: English, Spanish, French, German,
  Italian, Russian, Chinese, Japanese, Korean, Indonesian, Hebrew,
  Polish, Dutch, Norwegian, Swedish, Icelandic, Greek, Turkish, and many
  more.

  Released as Open Source software under the GNU General Public License.
