First of all, I heartily agree.  This is something xpaint has that Tux
Paint still lacks, and so my children still occasionally use xpaint in
spite of its major limitations in other areas just so they can use the
pattern editor.

Bill will probably have more to say about this than me.  In general, we
try to avoid requiring kids to know "magic" keys, preferring to use
buttons instead.

Also, selection is tricky.  Note that Tux Paint lacks a selection tool.
This is deliberate because it's hard to do in a child-friendly way.

I think a simple "fat bits" stamp maker mode would be better.  The stamp
would fill the entire display enlarged while it is being worked on, and
the finished stamp would appear on the left toolbar as it is being
drawn.  I believe this is an idea that has been discussed before in the
past in one form or another.  It would be nice to see the idea developed
a bit more and finally implemented.

What happened when you tried it?  It should at least work with the
--windowed switch.
