The original bug report, if I recall correctly, was Gnome Panel crashing
when the "Applications -> Graphics" submenu is accessed.  That seems
to suggest something wrong with the icon and/or .desktop file.

It sounds like you actually got as far as launching Tux Paint from the
panel?
