My particular Time-Warner franchise seems to only be offering HD DVRs (at least as of when I moved in June.) However, there's no upcharge for the HD versions of channels that are already in the digital package (which pretty much covers everything but HDnet, Universal HD, and the premium movie channels) and no upcharge for a HD converter over a SD converter, so there really isn't any reason not give everyone the HD-capable boxes.
