Here's what I got out of Carter's article:

"And it is not as if CBS has found a magic potion; its move to first
place is mostly attributable to standing still while others slide
down. CBS is not actually up in the ratings. It is down, marginally,
about 3 percent. But its competitors are down near 15 percent each."

Meaning everybody's failing but CBS is failing less.
