They don't say anything out front, other than Goodman's daily "...on
Pacifica, NPR, college, community and low-power radio stations..."
litany, but if you look at the station lineup, there are some with the
radio icon that do fly the Jolly Roger (although they now prefer to
call themselves "micro-radio"--they still won't get an LP license if
they apply to the FCC):

A name instead of call letters is a dead giveaway--the one in San
Diego's currently-down web site is URL is "pirate969.org," which could
also be considered a clue (I wonder if Kevin picks that station up at
96.9 FM).
