The idea of The Doctor regenerating into a woman has been addressed
before (albeit in a comedic fashion) in "The Curse of Fatal Death".
The Doctor dies 4 times at the hands of the Daleks, but gets 'bonus'
regeneration at the end of the Red-Nose Day special in the form of
Joanna Lumley (AbFab).

One of the UKRC's suggestions, frankly, makes no sense at all - Alex
Kingston appeared in the series 30 story "Silence in the Library" as a
future companion of The Doctor.  (Which is to say, her past, but the
Doctor's future.  I'll explain later.)  While it's not beyond
comprehension that the series would reuse an actor (lord knows they've
done it before), I don't think the fans would accept this, nor do I
think it would work in cannon.

I can't say with absolute certain (I'd have to check with a friend of
mine who is a hardcore fan), but I believe that according to cannon,
Time Lord gender remains constant from regeneration to regeneration -
which is to say that The Doctor and The Master can only regenerate as
male, while Romana would only regenerate as female.  I don't recall
any instances from the classic stories (where there were just gobs of
Time Lords running around) where a male Time Lord made a later
appearance as a female.
