I just saw this on CBS-3... NCTA writes to lawmakers proposing a switch-free period till March 1, and giving analog-only customers the opportunity of free set-top boxes... but there appears to be an ulterior motive, as cablers are still seeking an FCC intervention on OTA stations pulling out of cable over retrans consent issues, which cable fears customers may mistakenly relate to the DTV transition:
