In the world of marketing (and keep in mind I have a communications
degree and had to study this sh*t), reality is fungible. As long as
you aren't blatantly lying about a show in its promotion, it is
acceptable. In this case, the scientific method applies. When
scientists formulate a theory, it is perceived to be true until it is
disproven. At the ultra-cool LHC, built by the folks at CERN, one of
the things they hope to prove by smashing particles together is the
existence of the Higgs bosen, a.k.a. "The God Particle." But it is
entirely possible that testing will result in proving the nonexistence
of the particle. In the meantime, scientists operate under the
assumption that The God Particle exists, because there is no direct
evidence to the contrary. By that standard, a show is perceived to be
a "hit" until the ratings prove otherwise. All it takes is for one
critic (even a bought and paid for critic... even an internet blogger)
to call a new series a "hit" or even a "potential hit." It might be
disingenuous, but it is not technically a lie.

And this is why I never went into advertising.
