They either want to test the FCC in a new administration (have all the
commissioners been appointed yet?) or they want to make some sort of
show of force to let their supporters know they're still relevant.

This is going to be low on everybody's agenda, including the FCC's
until the digital transition is debugged. If the PTC thinks
advertisers are going to back off this, that would mean that
advertisers will back off everything aimed at 18-34 males. Right.
