The NFL didn't even have a chance to ignore time zones and weather in this case. The scheduling decision had been made years earlier, when they started scheduling one of the conference championship games for a prime-time slot, and stuck to a strict rotation so that CBS and Fox would get an equal number of prime-time championship games.
