AFAIK, the largest market without 10:00 news on Fox is Sinclair-owned
WUTV Buffalo (DMA #51), because it makes more money airing sitcom
reruns targeted at the Toronto market, with Toronto advertising, than
they would from local news. And the Canadian stations are basically
powerless to stop it because if they tried to simulcast, WUTV would
simply start airing a different series (or just different episodes) in
the same timeslot.

Sinclair instead runs 10pm news on its MNTV affil there, which is not
carried on analog cable in Toronto (but is on digital basic).
