I don't think it had anything specific to do with Jimmy's ratings.   
After years of commercial break consistency, they started mixing  
things up in the past year or so on Conan's "Late Night" -- sometimes  
there was a commercial right after the monologue, sometimes not;  
sometimes there was a commercial break after the musical guest,  
sometimes not.  Since the same producers are now working on "Tonight,"  
I guess that philosophy has carried over.
