Yes and no.

Detroit & Windsor are one market for many broadcast rights issues -
which is why CBC Windsor has always carried something else in the 5
p.m. hour (that is in the rest of the country occupied by Wheel of
Fortune and The Simpsons).

Some sports are affected. Historically, many Blue Jays and Expos games
on CBC were blacked out in Windsor, since it's in the Tigers'
territory. As I understand it, those were essentially treated as local
contracts. I'm not sure whether CBC now is allowed to carry Raptors
games in Windsor. However, since this series is covered by the
national contracts, I don't believe that is a consideration in this
case.
