That's a bit harsh. For one thing, the special didn't air in NYC - it was preempted by the Giants v. Jets preseason football game. But even still, WWE fans who really want to 'relive' Wrestlemania are going to spring for the full 4-hour show on DVD (or find it on the interwebs via less-than-legal means); they're not going to watch a heavily edited 1-hour special.
My guess is that WWE had one more NBC special left in this year's contract, and both sides agreed to run the clipshow from WM25. Even with the low ratings, it was probably cheaper to produce than running an extra hour at the Raw or Smackdown taping to shoot "Saturday Night's Main Event".
