Harwell told the team he did not want a ceremony: he simply wanted to
address the fans. I think doing it before the game would've caused it
to be lost in the shuffle, so they decided to simply do it mid-third
(ensuring that all the fans would be there; it's not usually a
late-arriving crowd, but it was two-thirds full at first pitch, and
packed by the time of the speech.

They had the blessing of the Royals (who couldn't have said no if they
wanted to, lest they look like the cruelest team in the history of
professional sports). I think it was pitch-perfect.
