I think is from the Hollywood Reporter (by way of Reuters here:
http://news.yahoo.com/s/nm/20091127/tv_nm/us_decade_series). See below
for their list, see the link for a brief justification for each
choice).

I actually don't have anything bad to say about any of the shows
listed here (I know one in particular has been made fun of at length
here). Obviously this is subjective, but there are a few omissions
that for me are inexcusable:

1. Deadwood (ever bit as good as Sopranos, The Shield or Mad Men).
2. Arrested Development (arguably in the running for 10 best shows of
all time, not just the decade - a better show, and one clear
inspiration for, "Modern Family")
3. The Office (I really like the US version, and might nominate it for
this list too, but the British version may be as good as anything that
has ever been on TV. Assuming non-US shows are eligible)
4. Extras (not quite as good as The Office, but still, really, really good).

I would probably delete Modern Family and Damages to make room for the
above, and declare that there were 12 shows on the list for the top
ten of the oughts...

****************
LOS ANGELES (Hollywood Reporter) – Every decade has its landmark TV
shows, and there will or should never be complete agreement on which
10 series belong at the top of the list.
For purposes of this list, a TV show is eligible only if it premiered
in or after 1999. In addition, TV shows were judged on their artistic
merit and overall contribution to the medium, not on their ratings or
profit margins.

10. MODERN FAMILY
9. LOST
8. 24
7. 30 ROCK
6. MAD MEN
5. DAMAGES
4. THE SHIELD
3. CURB YOUR ENTHUSIASM
2. THE WEST WING
1. THE SOPRANOS
