While there is a valid argument to be made about low-Earth orbit inside the exosphere where the Shuttle and ISS operate versus "outer space" in its various definitions, the Starfleet-like organization in the show is the Outer Space Astronauts of Earth. The crew of the OSS Oklahoma wear large "OSA" logos on their uniforms.
