Melisa, it used to be illegal to run over commercials, then is was a contractual thing with network agreements to run over network commercials. things have loosened up a lot with regards to these rules over the years, amd it boils down to the fact that advertisers finally realized that if they didn't allow it, viewers would change the channel to find the information. there were also strange rules in network programming with regards to sqeezing video to frame in closing and weather information that are no longer in effect.
