Depends on who's doing the nominating.  I think some kind of vote-splitting 
might happen that would let somebody else slip in.  I am afraid it would be 
Fallon.

Would someone be big enough of a dick to try and nominate The Jay Leno Show?

But if they really want to support a quality cheap program, C-Ferg should get 
the nod.

Prediction:  Conan not only is nominated, Conan wins.  Leno hasn't been 
nominated in recent years in the writing category and with his WGA issues and 
the whole primetime disaster causing Conan's ouster, he's not getting nominated 
anytime soon.  They can also stick it to NBC/Universal for cheaper programs 
over quality programs.
