In The Late Shift, NBC's optimal outcome was to find a way to keep
both Jay and Dave, but there was no (good) way to give Tonight to
both. This time around, leaving their winning lineup in place for
another five years was a good move, and they did follow through with
their deal to give Tonight to Conan. Their panic when neither show
performed up to expectations leaves NBC execs as laughingstocks, but
until then you really can't argue with their strategy.
