In the U.S. at least, consumers are not willing to pay for the service, in the current state, and cable companies can't afford to offer a so called "free" service that they lose money on." This post also mentions that Comcast is raising rates for the 2nd time in less than a year to cover this cost. It seems to me that the same argument the cable co's have used for years to make us pay extra for premium channels (in particularly sports) that "why should everyone pay for it when only some want it) is twisted 180 degrees when all pay for something only a few will use.
