Let's not assume that Haiti, its political system, and electoral norms are like those in the US and Canada. Haiti traditionally had a tiny foreign educated elite that ran the whole country. Supposedly the Aristide election in the early '90s changed the system, but it obviously hasn't morphed into an open election system as we know it. Jean might be part of a small reformist party and wants to run to get a message out or maybe only a small fraction of the electorate actually votes and they might want somebody who embodies success in US society.
