IMHO, the comish wil keep on losing these battles as they are not, and have never been, a policing agency. Their job is to make the policies, rules and regs, but not enforce them. In all honesty, I don't think it is spelled out anywhere who has that authority.
Long and short of it is that these folks are trying to justify their existence.
