I'll have access at work for free -- I'd like it in my apartment, but I'll have to price it. I found out what street my apartment will be on, and it is a main street in the city, so the odds the line has already been installed are better than average. I've packed my Airport wireless network to connect to it, and researched the cost of using my iPad internationally (between $25 to $200 monthly, depending on what level of service I sign up for... plus I'd have to maintain my AT&T account for $15 a month). What remains to be seen is which websites will be accessible with an IP address from Central Asia. Relating this to the world of television, it looks like the Fancast website (which collects available TV shows and movies available for viewing on other sites) doesn't check IP addresses and includes content from Hulu, so I might be able to watch programing that way.
