And as was covered on this board before, this isn't the first E! Canada. Star! launched in 1999 as, thanks to CRTC genre protection rules, Canada's only celebrity/entertainment specialty channel. E! provided content to Star! until 2007, when it got a better deal from Canwest, which got around those genre exclusivity rules by renaming its flailing second broadcast network after E! (basically, E! was to Global what UPN was, and I guess CW sorta still is, to CBS). That in turn left Star! without basically no programming other than entertainment-magazine and talk-show repeats from CTV.
When Canwest went into bankruptcy protection last year, the stations that made up that network were almost all sold or shut down, and with those genre protection rules they evidently couldn't find another outlet for the E! programming. Hence the new deal with CTV. TL;DR: E! (with lots of content but no outlet) and Star!
