Probably worth mentioning that not everything from the UK is from the BBC! Chancer was made by Central TV for ITV. That said, we do see the same actors a lot - but the shorter lengths of series means that actors are free to keep working. If they were tied up for nine months of the year on a single series, and probably have clauses in their contracts preventing them doing other TV work even if they could, then you'd see a broader variety of actors on screen.
