It's not just The Times, but every UK newspaper. None are published on Christmas Day. But then, there aren't any shops open to sell them anyway, so it'd be pretty pointless. And therein lies the reason the papers aren't published. But yes, most of the papers will publish on Sunday in relatively slim formats full of ads for sales :-)
That all said, we do get a full(ish) complement of TV news shows - if in slightly foreshortened form.
