FCC chairman Newton Minow got up before the NAB convention and
basically dumped on the assembled commercial broadcasters.  His speech
made "vast wasteland" a synonym for television's worst evils and
remains used to this day by TV's detractors.  The ex-Chief has a
contrarian article in which he points out that Minow for one reason or
another was unable to deliver on the threats he made to broadcasters
in his speech regarding their licenses and how he unwittingly can be
blamed for the sorry state of local TV news:
