The thing is that the FCC is only interested in broadcast-related malfeasance, so unless it's proved that Fixed Noise or a Fox-owned station's news department was hacking into cell phone calls, Fox's 27 owned stations in 19 cities are pretty much safe--for now:
http://www.adweek.com/news/television/foxs-tv-licenses-safe-scandal-now-133311 However, it should be pointed out that the only major revocation of broadcast licenses by the FCC, the breakup of RKO General over parent company General Tire making deals with vendors in exchange for air time on RKO stations, took over 20 years to play out (and started as a citizens group complaining about the programming on RKO's KHJ-TV in LA--20 years, when the FCC gave the license to the citizens group, they handed it over to Disney, who changed the calls to KCAL--the station's now owned by CBS). -- TV or Not TV ....
