As the cries of "dumbing down" come from certain long-time supporters, PBS for nine weeks this fall will invade what historically has been the territory of week-in-review panel shows and Bill Moyers for an arts festival at 9 p.m., with Minnesota's Guthrie Theater doing Gilbert & Sullivan, "American Masters" docs on Pearl Jam and controversial choreographer Bill T. Jones, "Great Performances" of dance from Miami and San Francisco and opera from LA with Placido Domingo (probably the first time in ages that three "GP" programs back- to-back are to be higher-brow arts--and in the case of the opera, the first big prime time PBS production from KOCE in that station's history) and docs on Appalachian folk music and women rockers:
