It depends. When Beavis and Butt-Head had its first run, I remember thinking that only someone very smart could write something that dumb.
And, honestly, for some people it hits their comedy q-zone. My grandmother loved Benny Hill. I never got him. Was Benny Hill funny? To her, he was. To me, he wasn't. We were both right. I can be a comedy snob, too, sometimes. But you can't deny that such a thing is popular and appeals to a lot of people.
