Because I've seen it often, I presume Mr. Baldwin was continuing to use his phone after the door had been closed but before the plane actually moved -- of course, what I've also often seen is the flight attendants giving people a gentle reminder, and people complying fairly quickly. Perhaps the reminder to Mr. Baldwin was not so gentle, or perhaps his compliance was not so quick.
