I'd guess that it's the compression on the video stream. There isn't enough to bandwidth to send every pixel for every frame (as analog TV did), so broadcast video codecs prioritize showing motion over showing detail when a compromise has to be made. (This is in line with how we see things in the real world; I could go into greater detail if anyone cares.) Encoders will go back and fill in detail later if possible (you can sometimes see this at things like sporting events, but usually it's fast enough that it happens before you can notice,) but, when panning a crowd of people, there's just so much movement and so much detail to show that the fine details never get sent. -- David J.
