It all stems from who is a MVPD, or multichannel video programming
distributor. Right now, the definition basically limits it to cable
and satellite providers. But the FCC is considering changing that to
allow others, which could lead to others (Apple or even Hulu, for
instance) jumping into the pay TV world, with the powers inherited
within.
